Big Sky Economic Development will host two public meetings to inform and discuss a proposal to create a Targeted Economic Development District for an industrial park in the Lockwood concept area identified in the Yellowstone County Industrial Park Feasibility Analysis available at: http://www.bigskyeconomicdevelopment.org.
The first public meeting will be held at the Lockwood Middle School in the Commons Area at 7:30 p.m. on Monday, January 12, 2015. The second public meeting will be held on Tuesday, January 13, 2015 at 12:00 p.m. at Weave Management at 2348 North Frontage Road, Billings, MT 59101 in the first floor conference room. Janet Cornish of Community Development Services of Montana, an acknowledged expert in Targeted Economic Development Districts, will provide an overview of the TEDD tool and its potential for the Lockwood community. Phase I Lockwood Area TEDD Proposal
Monday, January 12th
8:30 A.M. – Site Tour of Lockwood Concept Area Participants will meet at Big Sky Economic Development in the Yellowstone Conference Room for a quick cup of coffee before boarding the bus to Weave Management (2348 North Frontage Road). Steve Arveschoug will provide introductions. Janet Cornish will give an overview of Targeted Economic Development Districts and answer questions. Vu Pham will present information on the Trailhead Commerce Park project followed by a tour of the Lockwood Concept Area. Janet will “wrap up” the tour with final comments and the participants will head back to Billings around 10:15, with arrival no later than 11:00 a.m.
2:00 P.M. – Commissioners’ Discussion Presentation @ Commissioners’ Board Room Janet Cornish will present an overview of the Targeted Economic Development tool, discuss the Lockwood project, and answer questions.
4:00 P.M. – Utilities Working Group @ Lockwood Water & Sewer District Utility providers in the Lockwood Concept Area will meet to discuss infrastructure issues in the area. Janet Cornish will answer any questions.
7:30 P.M. – 1st Public Meeting @ Lockwood Middle School Commons Area Janet Cornish will present information about Targeted Economic Development Districts, answer questions, and facilitate a discussion on a potential boundary for a Lockwood Targeted Economic Development District.
Tuesday, January 13th
9:00 A.M. – Meeting with Lockwood Taxing Entities @ Lockwood Water & Sewer District Janet Cornish will describe how the TEDD tool works, present an overview of the project and answer questions.
12:00 P.M. – 2nd Public Meeting @ Weave Management 2348 North Frontage Road Janet Cornish will present information about Targeted Economic Development Districts, answer questions, and facilitate a discussion on a potential boundary for a Lockwood Targeted Economic Development District.
6:00 P.M. – Lockwood School Board Meeting Janet Cornish will provide an overview of Targeted Economic Development Districts and the Lockwood project and answer questions.
6:00 P.M. – Yellowstone County Planning Board (Presentation will be around 8:00 p.m.) Lanette Windemaker will provide an overview of Targeted Economic Development Districts and the Lockwood project and answer questions.
Wednesday, January 14th 9:00 a.m. – Wrap-Up with Consultants Janet Cornish and Lanette Windemaker will meet with BSED staff for a focused discussion on what we learned and where we go from here.
